In the insurance industry — where algorithmic decisions increasingly drive underwriting, claims handling, fraud detection, and pricing — XAI has emerged as a critical discipline for ensuring that automated decisions can be explained to regulators, consumers, and internal stakeholders rather than operating as opaque "black boxes."

The European Union's AI Act and its intersection with Solvency II governance requirements create explicit obligations for insurers to document and explain automated decisions, particularly those affecting consumers. In the United States, state regulators and the NAIC have issued guidance on the use of AI in insurance, emphasizing transparency, fairness, and accountability. Singapore's MAS has published FEAT (Fairness, Ethics, Accountability, and Transparency) principles that similarly expect financial institutions, including insurers, to ensure AI-driven outcomes can be meaningfully explained. Beyond compliance, explainability builds organizational confidence in model outputs, helps actuaries and underwriters validate algorithmic recommendations against professional judgment, and strengthens consumer trust — making XAI not merely a regulatory checkbox but a foundational element of responsible insurtech innovation.
