In insurance, explainability is not merely a technical nicety; it is a regulatory and ethical imperative. When a model denies coverage, sets a premium, or flags a claim for investigation, affected individuals and regulators alike may demand to know why. Opaque "black box" models — however accurate — create risks of hidden bias, discriminatory outcomes, and regulatory non-compliance that can undermine both consumer trust and an insurer's operating license.

Global explainability methods reveal the overall logic of a model — which features most influence its predictions across the entire dataset — while local explainability methods explain individual decisions, such as why a specific applicant received a particular premium or why a particular claim was flagged as suspicious. Common techniques include SHAP (Shapley Additive Explanations), LIME (Local Interpretable Model-agnostic Explanations), and attention-based methods in deep learning architectures. In insurance practice, these tools are deployed alongside model development pipelines so that actuaries, underwriters, and compliance teams can validate that outputs align with sound insurance principles and legal requirements. Some insurers also build simplified "surrogate" models that approximate the behavior of a complex model in a more transparent form, accepting a marginal reduction in predictive power in exchange for interpretability.

⚖️ Regulatory momentum is rapidly elevating explainability from best practice to hard requirement. The EU AI Act classifies AI systems used in insurance underwriting and claims as high-risk and mandates transparency and human oversight — requirements that are difficult to satisfy without robust XAI capabilities. In the United States, state insurance regulators and the NAIC have issued guidance on the use of AI and predictive models, with several states requiring that insurers be able to explain adverse decisions to consumers. Singapore's MAS and other Asian regulators have published responsible AI frameworks with similar transparency expectations. For the insurance industry, the push for explainability reflects a deeper tension: the most powerful machine learning models — such as deep neural networks and ensemble methods — often achieve their predictive superiority precisely because they capture complex, nonlinear relationships that resist simple explanation. Navigating this trade-off between accuracy and transparency is one of the defining technical and governance challenges for insurers deploying AI at scale, and organizations that develop strong XAI competencies are better positioned to innovate responsibly while maintaining regulatory confidence.
